HANDLING OF CLASSIFIED INFORMATION REGARDING NATIONAL SECURITY - A REMINDER BY A CONCERNED CIVILIAN - NIK ZAFRI


Just a reminder from a concerned "civilian"

I feel it is time for any individual, whether currently in service or a former intelligence operative, or has been deemed a "civilian," especially from elite forces or special units such as:

21st Special Service Regiment, Naval Special Warfare Force, RMAF Special Force, 69 Commando Battalion, Special Action Unit, Special Task and Rescue

or any other intelligence division such as MMEA, MEIO/JPM, SPRM, ESSCOM, KDN, or any Ministry, Department, Agency, or any Association/Organization of Former Intelligence or institutions or academy such as National Defence University or Royal Military College, PULAPOL or any other equivalent entitites - to refrain from conveying, using, or improperly/unauthorized storing of any classified information, mishandling classified information and to not disclose any matter or topic verbally or on social media, and not giving any indication or disseminating any documents, especially in the "public domain," where such matters have been classified as "SECRET" or "CONFIDENTIAL" or "CLASSIFIED" or any other equivalent words implied or expressed, in the form of coding etc.

This includes matters related to Court Martial cases, Weaponry, National Defence, Missions, Internal Crisis, or any other sensitive matters etc., because this is not only a serious offense (with no trial or lifelong imprisonment) but also poses a threat to national security and public peace.

These delicate matters also involve civilians or politicians or government/civil service officials - who may have been exposed intentionally or unintentionally or by coincidence or by circumstantial etc. to any secrets, including journalists, publishers, authors, security firms, ICT or private sectors etc., to safeguard anything classified as "SECRET."

This is not only about Official Secrets Act 1972 or merely duly signed Form D but also other Acts as well, including those involving signing of records/forms and oaths of secrecy conducted internally.

Classified information; unless officially "declassified" or "duly authorized in writing"; should also be considered non-disclosable throughout or after service during the reign of any HRM SPB YPD Agong and the Malay Rulers or any Government within Malaysia whether Federal or State whether in the rulling or opposition factions/parties/coalitions.

Please be reminded that I am only but a concerned "civilian" .

CORRUPTION AND MONEY LAUNDERING TODAY

 I'd sincerely advise those involved in money laundering or corruption: attempting to outwit authorities is not a viable strategy. Eventually, regardless of your cunning, the risk of being caught is high, leading to severe penalties and imprisonment.


Corruption and money laundering constantly evolve as people find new ways to exploit systems.

Cryptocurrency is one of them. Its decentralized and pseudo-anonymous nature makes it attractive for illicit activities. Criminals are hiding behind cryptocurrencies to launder money by converting it into various cryptocurrencies and moving it through multiple accounts.

The good old trick still lives -  - establishing shell companies and trusts in countries with lax regulations allows individuals to obscure their identities and the origins of funds.

Trade-Based Money Laundering is done by manipulating trade invoices or falsify goods and services to move money across borders without detection.

Another old trick is via real estate where launderers invest illicit funds in high-value real estate, which can be sold later, legitimizing the money.

What is on the rise now are online gaming and gambling. These too are using platforms or sites to launder money by placing bets and cashing out with "clean" money.

The authorities should also look into those providing "the so-called" "professional services" hiding behind legal or accounting firms to legitimize illegal funds through transactions or complex financial structures.

Other which has posed so much risk is what I know as Cyber-Enabled Financial Crimes. Techniques like phishing, ransomware, and hacking can generate illicit funds that are then laundered through various means, including cryptocurrency.


Authorities and financial institutions should continuously adapting their strategies to combat these evolving methods. Technologies like AI and machine learning must be employed to detect patterns and anomalies in financial transactions, aiding in the fight against money laundering and corruption.

ANTI-MONEY LAUNDERING, ANTI TERRORISM AND PROCEEDS OF UNLAWFUL ACTIVITIES ACT 2001 - MY THOUGHT FOR THE DAY

The Malaysian Anti-Money Laundering, Anti-Terrorism and Proceeds of Unlawful Activities Act 2001 is clear in terms of enforcement, reporting institutions and entities, detecting of red flags, sanctions, seizures, etc.

However, there is a possibility of overlapping of duties between several agencies, leaving the general public unclear about "who can do what." This includes Bank Negara Malaysia, Security Commission, Company Commission of Malaysia, Malaysian Anti-Corruption Agency, Royal Military Police, and Special Forces. It's important to sort out these duties to ensure transparency and clarity in the system.

Other potential shortcomings include different reporting periods, accessing databases, listing and global sharing of information. I hope to see improvements in the near future.
