MALAYSIAN RESERVE - 10/10/2023 - RURAL DEVELOPMENT POLICY ACHIEVEMENTS CAN ONLY BE SEEN NEXT YEAR (2024)

Despite the govt’s effort, there is still a wide gap between rural and urban areas especially in Kelantan, Kedah, Perlis, Sabah and Sarawak

THE Rural Development Policy 2023 (DPLB) has been facing significant challenges due to the Covid-19 pandemic and political turmoil, with real achievement expected only in 2024. 

Noma SWO Consult associate partner Nik Zafri Abdul Majid said the policy’s hindrances have potentially resulted in a loss of at least two years of opportunity to implement it systematically. 

The economy’s main contributors during the two years are online businesses, slow recovery of the tourism industry and the sudden surge in food and goods delivery business. 

“Unfortunately, the two factors mentioned above cannot become benchmarks for the DPLB achievement. 

“The surge in telecommunication business was due to the work-from-home (WFH) policy, while the tourism industry may also involve rural areas such as revival of homestays and chalets and interest in purchasing rural products such as handicrafts and food,” he told The Malaysian Reserve (TMR). 

Meanwhile, the government under Prime Minister Datuk Seri Anwar Ibrahim has been reimplementing the DPLB by addressing issues such as rural youth migration, infrastructure and technology shortages, electrical supply and treated water, uncovered rural areas and flood risk. 

Nik Zafri said urban residents returning to rural areas due to high living costs, primarily pensioners, may struggle to contribute their skills and experience due to financial constraints. 

“The failure in rural investment such as establishing the manufacturing industry is due to lack of electric supply and treated water. 

“This has also created very limited job opportunities there which caused the migration of rural youths to urban areas,” he added. 

The DPLB was launched in 2019 and outlines three principles for rural development: Sustainability, inclusiveness and holistic approach. 

The policy aligns with existing policies like the National Rural Physical Planning Policy 2030. 

The initiative was launched by former Rural Development Minister Datuk Seri Rina Harun who aimed to provide treated water and electricity to 99% of rural populations by 2030. 

The plan includes 10 cores, 33 policy statements and 88 strategies, including a competitive economy, entrepreneurship, quality human capital, infrastructure, rural youth and women empowerment. 

Urban-rural Disparity 

Despite the government’s effort, Nik Zafri observed that there is still a wide gap between rural and urban areas especially in Kelantan, Kedah, Perlis, Sabah and Sarawak where the GDP is still the lowest. 

These issues have been attributed to government-linked water supply companies struggling with effective management due to political and financial issues, repeated flood disasters requiring better mitigation and lack of treated water facilities. 

Hence, Nik Zafri hoped that the current government would implement proper governance policies, conduct periodic assessments by third parties for impartiality, publicise results for improvement and reduce political appointments. 

“The Finance Ministry (MoF) has allocated billions of ringgit to ensure proper flood mitigation is taking place. However, there should be some control on development of flood-prone areas,” he said. 

Nik Zafri also suggested that the budget should be allocated towards building more treated water facilities, refining seawater reverse osmosis or desalination technology for industrial and public benefit, and replacing old underground piping, following Selangor’s proven long-term success. 

Since 2001, the Rural Development Ministry and Communications Ministry has been implementing Internet access infrastructure programmes in rural areas. 

However, three problems have been identified which are the lack of interest from rural youths, lack of skilled manpower to teach information and communications technology (ICT) literacy skills, and increased reluctance from rural people to participate in these initiatives. 

Therefore, Nik Zafri suggested providing suitable income for rural Internet centre (PID) trainers, establishing skilled centres in rural areas with affordable ICT technology and promoting self-taught ICT literacy skills for mobile and smartphone users. 

“Students and teachers should also play bigger roles in helping the rural community by starting with their own family members. 

“To do this, subsidised or affordable laptops or PCs, including more affordable 5G Internet access, should be provided and not merely depending on free wi-fi or subscription of phone-based Internet plans,” he said. 

Connectivity Still Lacking 

The Asli Co co-founder Lim Xin Yu said Internet and connectivity in rural areas need to be improved to allow ICT literacy. 

“Many villages have bad mobile data connectivity which makes it tough for students to study online. 

“Affordability of laptops and devices is also a key issue that hinders ICT literacy among Orang Asli,” she added. 

The Asli Co is a social enterprise which focuses on empowering the livelihoods of Orang Asli communities. 

It collaborates with 42 mothers from seven Orang Asli villages in Selangor, Perak and Pahang, who are producing over 10 different products, such as lavender eye pillow, hand sanitiser and hand-made “kuih” soap. 

Increasing Job Opportunities

Sunway University Business School economics professor Dr Yeah Kim Leng calls for reducing the urban-rural divide gap by raising the income level and standard of living, despite the challenges involved. 

Currently, the economy in the rural areas is related to natural resources such as agriculture and fishing in which the productivity is low. 

“To accelerate the development, we must enhance the deployment of technology to raise productivity, and the efficiency of more intensive use of the land to increase the different yields and productivity of the various crops,” he explained. 

Yeah shared that some rural areas in Sabah, Sarawak and the East Coast require road development policy. 

“To reduce the urban-rural divide, one key aspect would be to ensure that there are job opportunities which can be created in the rural areas, which is more difficult because generally industries and businesses tend to be concentrated in the urban areas,” he added. 

Therefore, it is crucial to identify suitable areas in the rural areas to concentrate on growth and expansion of industries. 

Yeah believed that communications and digitalisation can reduce the divides, as e-commerce activities can be conducted in a borderless world, allowing activities to be conducted regardless of location. 

However, advanced facilities, particularly in telecommunications and Internet infrastructure, are needed for successful operation. 

He said more than 70% of the population are currently living in urban areas. 

“The rural population has declined. It used to be around 70% in the 1960s. Now it has declined to less than 30%,” he said. 

Rural Development Programmes

Programmes that have been introduced by the Rural and Regional Development Ministry (KKDW) are the Rural Electricity Supply Programme (BELB), Village Street Light Programme (LJK), Rural Water Supply Programme (BALB), Rural Road Programme (JALB), Rural Connectivity Programme (JPD) and Social Amenities Programme (PAMS). 

Sabah aims for 99.9% rural electricity coverage by 2025 through BELB. 

On the other hand, the ministry and Tenaga Nasional Bhd (TNB) have installed 29,487 lighting units in Peninsular Malaysia, including high-pressure sodium vapour (HPSV) and LED lights, with an allocation of RM32.1 million. 

The government has also implemented the Hardcore Poor Housing Programme (PPRT) to decrease rural poverty and enhance the quality of life for rural communities. 

Earlier this year, KKDW identified four main focus areas to enhance rural development, namely infrastructure, human capital, entrepreneurial and economic programmes, with a task force to ensure effective implementation.

SIAPAKAH RAJA BERSIONG DAN SIAPAKAH (RAJA SERI MAHA INDERAWANGSA) PHRA ON MAHA PERITA DERIA? ANDAIAN/TEORI

Mengikut Hikayat Merong Mahawangsa, Raja Seri Maha Inderawangsa merupakan putera kepada Raja Seri Mahawangsa. Raja Seri Maha Inderawangsa juga bergelar (Phra) On Maha Perita Deria atau lebih dikenali dengan Raja Bersiung. Baginda dikatakan keturunan keempat (atau kelima - selepas Raja Puteri yang kemudiannya dikatakan menjadi Raja Patani) dari Merong Mahawangsa.
Namun begitu, sejarah rasmi menyebut bahawa Maharaja Karna Di Raja adalah keturunan keempat dari Maharaja Debar Raja 1. Tidak ada sebarang rujukan rasmi yang menunjukkan Maharaja Karna Di Raja adalah orang yang sama dengan (Phra) On Maha Perita Deria atau Raja Bersiong
Ada juga yang menyebut bahawa kisah Hikayat Merong Mahawangsa telah dicampuraduk dengan kisah dinasti Raja-Raja lain seperti di Siam/Ayuthia atau Kerajaan Raja-Raja Hindu India (selepas kejatuhan Islam) dan kemungkinan Phra On Maha Perita Deria dan lain-lain nama Raja seperti Raja Merong Mahadipusat, Raja Ganjil Sarjuna, Raja Puteri, Raja Seri Mahawangsa, Raja Phra Ong Mahadipusat adalah Raja dari dinasti yang berbeza.
Kemungkinan campuraduk ini berlaku tujuan untuk mengelirukan sejarah oleh pihak-pihak yang tidak bertanggungjawab kerana ingin "hijack" Sejarah Kedah yang sebenar... Wallahualam.
Sejarah Kesultanan Kedah amatlah unik sekali. Tetapi bukanlah tujuan saya menulis berkenaan Kesultanan Kedah Lama/Langkasuka dsb. Itu boleh anda dapati dengan hanya meng "google" sahaja.
Cuma sedikit tertarik dengan Kisah Raja Bersiong versi Kelantan yang menyebut bahawa baginda datang (atau melarikan diri) ke Kelantan dan menjadikan Raja Sakti dan Tuan Puteri Mani Kemenyan sebagai anak-anak angkatnya - dikatakan ditemui di dalam Buluh Betong dan Buih Ikan Kacang. (pendapat ini akan saya terangkan dalam posting akan datang)
Jika dikaji kembali persamaan antara 3 rujukan utama - (1) Hikayat Merong Mahawangsa (2) Sejarah Kedah (3) Syeikh Wan Ahmad Fathani - hanya ada satu persamaan sahaja yang ditemui. Bahawasanya sehingga Sultan Muzaffar 1, hampir kesemuanya Raja-Raja sebelum ini beragama Hindu
Saya sedar ada pihak yang mempersoalkan perkara ini dan mendakwa bahawa Merong Mahawangsa beragama Tauhid kerana dia adalah leluhur pemerintah agong bernama Iskandar Zulkarnain (ada yang memanggilnya sebagai seorang Nabi) yang menjadi pengikut agama Nabi Allah Ibrahim a.s. Pihak lain pula menyebut baginda adalah dari keturunan Kaisar Romawi "Alexander the Great" (Iskandar Agung) - Macedonia yang berpegang agama Romawi - juga menyembah pelbagai dewa.
Dakwaan ini juga telah menimbulkan konflik bahawa "Alexander the Great" dari Macedonia dan "Iskandar Zulkarnain" adalah DUA ORANG YANG BERBEZA dan berasal dari DUA LOKASI YANG BERBEZA.
Pemerintah pertama Kedah; jika mengikut Hikayat; dalam pelayarannya ke China dari Rom membawa seorang Puteri Raja Rom untuk dikahwinkan dengan Maharaja China, di tengah pelayaran, baginda telah diserang oleh seekor burung garuda. Lalu bersinggah di Wilayah Lembah Bujang, Langkasuka (Kedah Tua) bagi membuka penempatan baru).
Versi burung ini pula dikaitkan dengan Nabi Allah Sulaiman a.s. Tetapi versi ini mungkin kurang tepat kerana dikatakan versi Israeliyat. (Wallahualam)
Mengikut seorang pengkaji lain pula, menyebut bahawa baginda berasal dari Gumarun, Parsi - telah belayar ke China daripada Wilayah Empayar Parsi (Iran) yang pernah menjadi sebahagian dari Empayar Rom Timur - sebuah negara Islam dari zaman Khulafa Ar-Rashidin (dikaitkan juga dengan peralatan nobat zaman Khulafa Ar Rashidin yang dibawa bersama oleh baginda) Gumarun juga dikenali sebagai Pelabuhan Gambroon di Laut Kaspian. Di pertengahan pelayaran, baginda telah diserang oleh bahtera tentera Hindu yang berlambangkan burung garuda (lambang Kenderaan Dewa Vishnu) menyebabkan baginda terpaksa berlabuh di Gunung Jerai.
Asal Merong Mahawangsa dari Parsi ini disokong oleh Sejarah Rasmi Kedah di mana disebut bahawa 8 Raja-Raja Kedah dari Maharaja Derbar Raja 1 (Merong Mahawangsa) sehingga Maharaja Maha Jiwa (sebelum Phra On Mahawangsa atau Sultan Muzaffar 1) adalah "Raja-Raja dari Negeri Parsi".
Kajian saya ini mengandaikan Raja-Raja Kedah sebelum ini adalah beragama Hindu TANPA menafikan kisah Parsi.
Ramai yang bersetuju bahawa zaman keIslaman yang rasmi mengikut ketiga-tiga catatan di atas bermula di zaman Sultan Muzaffar 1 atau pernah bergelar Phra Ong Mahawangsa.
Berbalik kepada kisah Raja Seri Maha Inderawangsa atau Phra On Maha Perita Deria atau Raja Bersiung.
Seorang rakan saya beragama Hindu (meninggal pada tahun 2010 kerana serangan jantung) - juga pengkaji sejarah ada menyebut bahawa jika saya berandaian bahawa Raja-Raja Kedah Lama beragama Hindu, mereka mungkin mewarisi satu amalan (fahaman) Raja-Raja Hindu bagi mencapai taraf "ketuhanan", iaitu mencapai tahap Bodhisattva di mana ianya melibatkan amalan-amalan tertentu merujuk kepada Rig Veda, Brahmayamala, Yasastilaka, Hevajra, Cetupuranam, Skanda Purana dan Mahabarata.
Apa yang sangat menarik ialah amalan ini melibatkan minuman air yang dijampi mencampurkan darah (dikatakan darah lembu, ada yang menyatakan darah manusia) dan arak, malah memakan daging juga dibenarkan untuk raja-raja bagi mencapai taraf "Ketuhanan" atau "separa dewa"
Namun perlu diingatkan ini fahaman ini tidak diiktiraf oleh semua penganut Hindu secara keseluruhan kerana memakan daging lembu tidak dibenarkan. (ibarat ianya adalah fahaman serpihan)
Amalan lama ini didakwa ada kaitan dengan Dewa Siva dan Dewi Kali. Ada pelbagai versi mengenai Dewi Kali tetapi Dewi Kali sering digambarkan mempunyai siong (taring) kerana sukakan darah (ada yang menyatakan dia menyukai darah manusia, ada pula yang menyatakan "darah lembu") Dewi Kali dikatakan adalah satu watak yang tidak disukai/watak antagonis - dan dia juga disebut "kelahiran semula" Dewa Vishnu.
Walaubagaimanapun, rakan saya tidak begitu yakin bahawa watak Raja Bersiong mempunyai taring yang panjang dan meminum darah.
Dia yakin unsur ini sebenarnya dikaitkan dengan amalan yang disebutkan di atas ATAU pengaruh wajah satu lagi dewa yang dipanggil Iravan (di mana satu versi wajah Iravan juga mempunyai taring) dan dikatakan merupakan pengikut Dewi Kali (yang juga mempunyai taring)
Jika mengikut kajian rambang, ada 2 pendapat berbeza iaitu Phra On Maha Perita Deria juga merupakan pemuja kepada satu kaum berbadan gergasi yang di suatu masa didakwa menyukai "kanibalisma" iaitu makan daging dan meminum darah manusia.
Dan amalan ini juga dikatakan pernah diamalkan oleh satu kaum "barbarik" tetapi berdarah raja di satu kawasan tanah seberang (malah makam mereka dikatakan perlu disiram darah pada hari/malam tertentu) - tidak pastilah samada ianya benar atau tidak.
Satu lagi pendapat menyatakan suku kaum gergasi adalah daripada Orang Laut dan tidak pernah mengamalkan "kanibalisma".

Antara persoalan-persoalan yang timbul
1) Adakah kemungkinan Phra On Maha Perita Deria adalah dari Dinasti yang berbeza?
2) Adakah kemungkinan pada zamannya, banyak pembunuhan dan penganiayaan ke atas rakyat berlaku? Atau cukai dikenakan amat tinggi. Lalu disebut sebagai "penghisap darah" (rakyat) sebagai satu "simbolik" sahaja dan digambarkan seumpama Dewi Kali atau Dewa Iravan?
Yang penting dilihat di sini ialah jalur masanya. Phra On Maha Perita Deria; jika mengikut Hikayat Merong Mahawangsa (dan jalurmasa Sejarah Rasmi Kedah), Phra On Maha Perita Deria hidup SEBELUM Sultan Muzaffar 1.
Jika dilihat jalur masa "Raja Bersiong" versi Kelantan pula - kita mendapati Pemerintahan Raja Sakti dan Tuan Puteri Mani Kemenyan bermula kira-kira abad ke 16.
Jika diandaikan Raja Bersiong versi Kelantan adalah dari awal abad 16 Masehi, maka sudah tentulah TIDAK KENA dengan jalur masa Phra On Maha Perita Deria.
Jika dilihat sejarah rasmi Kedah pula, pada awal 16 Masehi, Kedah diperintah oleh Sultan Sulaiman Shah II diikuti oleh Sultan Rijaluddin Muhammad Shah. (tidak ada satu pun rujukan dari sejarah rasmi ini menyebut mengenai satu watak yang bergelar "Raja Bersiong")
Jika dilihat permulaan pemerintahan Raja Sakti - bermula pada 1638, maknanya ayahanda angkat mereka iaitu "Raja Bersiong" telah ada di Kelantan.
Ada kajian genetik menunjukkan masih ada manusia yang mempunyai gigi seolah-olah taring tetapi ianya dikaitkan dengan keturunan.
Manusia yang mempunyai gigi tajam seolah-olah taring (di kiri dan kanan bibir) tidaklah terlalu panjang dan tidak pula digunakan untuk meminum darah manusia seperti lagenda "vampire", "dracula" dan sebagainya.
Malah mereka yang mempunyai gigi seolah-olah taring itu akan segera menemui pakar/doktor gigi untuk membetulkannya kerana tidak sukakan bentuk berkenaan.
Mungkin juga Raja Bersiong versi Kelantan mempunyai sindrom ini dan baginda adalah kerabat Kedah dan bukannya pemerintah Kedah.
Ada juga yang mendakwa bahawa nama sebenar Raja Bersiong ialah Tunku Sulaiman (bukan berasal dari Kedah) yang melarikan diri dari tangkapan. Tidak diketahui samada versi ini benar atau tidak.
Juga sebuah istana terbiar berusia lebih 100 tahun di Bukit Tinggi, Kepala Batas itu bukan Istana Raja Bersiong sebagaimana diperkatakan orang ramai tetapi milik Tunku Dhiauddin ibni Sultan Zainal Rashid atau lebih dikenali sebagai Tunku Kudin, Raja Muda Kedah ketika pemerintahan abangnya, Sultan Ahmad Tajuddin Mukarram Shah pada 1854 hingga 1879.
Jika dilihat dari tahun-tahun pemerintahan Sultan Tajuddin Mukarram Shah juga TIDAK KENA jalur masanya dengan "Raja Bersiong" versi Kelantan dan tentunya jauh sangat jurangnya dengan zaman Phra On Maha Perita Deria.
Istana Raja Bersiong dikatakan berada di Bukit Choras, Guar di Kedah atau di Tikam Batu atau di Sungai Petani. Ada juga mengaitkan Raja Bersiong dengan Bukit Penjara, Pantai Merdeka, Kota Kuala Muda, Kedah di mana Bukit Penjara dijadikan tempat menyimpan tahanan Raja Bersiong. Struktur tapak bangunan penjara dan rumah menteri masih boleh dilihat di atas bukit ini.
Raja Bersiong dikatakan lari ke sebuah gua (juga tempat kemangkatannya) selepas siongnya dibuang di Baling. Lokasi gua itu terletak di sebuah kampung yang kini dipanggil Kampung Kota Raja Bersiong, terletak di dalam mukim Ijok di daerah Selama, Perak. (ada dakwaan dahulunya terdapat meja, kerusi, pinggan, mangkuk dan bermacam-macam lagi perabut lama yang sudah tertanam dimamah usia dan zaman ke dalam tanah)
Versi lain pula menyebut setelah membuang "siongnya" di Baling, dia telah melarikan diri ke Patani.
Mungkin juga kisah-kisah di atas adalah kisah Phra On Maha Perita Deria yang dikatakan dihalau oleh Menterinya sendiri kerana terlalu zalim pada rakyatnya.
Saya juga merasakan bahawa "Raja Bersiong" versi Kelantan adalah watak yang berbeza - kemungkinan juga seorang kerabat yang berasal dari Kedah Darul Aman serta bukanlah seorang "peminum darah rakyatnya" - secara simbolik atau sebaliknya.
Kisah "Raja Bersiong" mungkin telah bercampuraduk dengan kisah Phra On Maha Perita Deria.
Sebagaimana Hang Tuah, saya yakin "Raja Bersiong" ini wujud tetapi mungkin kisahnya telah dicampur-aduk dengan unsur mitos/dongeng dan mungkin pengaruh Hindu Buddha (puja dewa dan puja dewi)
Walaubagaimanpun kita tidak akan tahu kisah yang sebenar.
