WE NEED BETTER STRATEGIES TO SOLVE OR BETTER PREVENT HOMELESSNESS IN MALAYSIA


I was doing some brainstorming with interested private parties on the rising problems of homelessness in Malaysia.

Of course, solving homelessness is a complex issue that requires a multi-faceted approach involving various stakeholders, including government, non-profit organizations, communities, and individuals. 

While there is no one-size-fits-all solution, some strategies that can contribute to addressing homelessness:

1) More Affordable Housing 

Increase the availability of affordable housing options, such as subsidized housing, rent control measures, and low-income housing programs. Investing in affordable housing helps individuals and families secure stable housing.

2) Supportive Services 

Provide comprehensive support services to homeless individuals, including mental health services, substance abuse treatment, job training, and counseling. These services help address the underlying causes of homelessness and support individuals in regaining stability.

3) Prevention and Early Intervention 

Focus on preventing homelessness by implementing early intervention strategies. This can involve targeted assistance to individuals and families at risk of losing their homes, such as rental assistance programs or financial counseling.

4) Collaboration and Coordination 

Foster collaboration among government agencies, non-profit organizations, and community groups to coordinate efforts and resources effectively. This can help streamline services, avoid duplication, and maximize the impact of interventions.

5) Education and Employment 

Promote education and employment opportunities to enhance individuals' skills and increase their chances of finding stable employment. Partner with businesses and organizations to create job training programs and facilitate job placement for homeless individuals.

6) Outreach and Engagement 

Develop outreach programs to connect with homeless individuals and build trust. Street outreach teams can provide immediate assistance, access to resources, and information about available services.

7) Policy and Advocacy

Advocate for policy changes at the local, regional, and national levels to address the root causes of homelessness. This may involve advocating for increased funding for affordable housing, healthcare, and social services.

8) Homelessness Prevention Networks

Establish networks that bring together stakeholders, including government agencies, service providers, and community members, to identify local solutions, share best practices, and coordinate efforts to prevent and address homelessness.

9) Public Awareness and Attitude Shift

(One of the most important aspects for Malaysians)

Educate the public about the realities of homelessness and challenge stereotypes and stigmas associated with it. Promote empathy and compassion in order to build supportive communities that can help prevent and address homelessness effectively.

It's important to note that the solutions to homelessness may vary depending on the specific social, economic, and cultural contexts of different regions.

Addressing homelessness requires a long-term commitment, sustained funding, and a holistic approach that tackles the underlying issues contributing to homelessness.

MENU RAHMAH - PRAKTIKAL - Cadangan dari saya sebagai rakyat - Nik Zafri




Alhamdulillah, usaha Datuk Seri Haji Salahuddin bin Ayub dan Datuk Ameer Ali Mydeen dan semua pihak yang terlibat. Pada saya restoran dan kafe yang terlibat dalam usaha menu Rahmah ni perlu mendapat pujian. YB Menteri sangat 'humble' sentiasa menyebut ''usaha kecil'' walaupun pada rakyat, ini adalah usaha yang sangat besar. Dalam tempoh jangkapanjang, pembaziran makanan juga akan dapat dielakkan. 

Cuma kena cari jalan seperti mengenalpasti mereka di kalangan B40 - kerajaan banyak sumber pangkalan data golongan B40  - sememangnya sepatutnya golongan B40 yang diberikan keutamaan tetapi mungkin kerana golongan yang mampu atau bergaji juga sedang mengalami masalah pasca PKP, mereka juga boleh dilibatkan - namun saya kurang setuju dengan membuka Menu Rahmah kepada semua golongan kerana; dengan izin; "it will defeat the purpose of making this honourable mission on the first place"

Kerajaan sudahpun ada kad khas untuk B40 tidak kira samada peringkat negeri atau kebangsaan.   Jika mereka tunjukkan kad berkenaan, maka mereka layak untuk mendapatkan menu Rahmah dengan harga yang minima.

Cuma saya terfikir, bagaimana dengan golongan yang tidak berduit, tidak berpendapatan?

Di masa-masa hadapan, kita perlu mencontohi US, yang mengadakan :

a) Supplemental Nutrition Assistance Program (SNAP) (Food Stamp)

b) Ration Stamp - semasa keadaan darurat yang membolehkan golongan ini mengambil makanan di food bank,

c) Food Coupon


Inisiatif US ini sebenarnya juga menumpukan kepada mereka yang tidak ada rumah (homeless) dan golongan miskin tegar yang tidak mempunyai pendapatan.

Banyak pertanyaan dari golongan B40 (termasuk warga emas) bagi mereka yang mungkin dalam kesulitan atau uzur tidak dapat ke restoran atau gerai yang terlibat dalam menu Rahmah. Rasanya, kena ada juga usaha untuk menghantar kepada mereka yang telah dimulakan oleh pihak Datuk Ameer Ali Mydeen. Rasanya NGO juga telah memainkan peranan mereka. Cuma bantuan juga diperlukan untuk NGO bagi menjalankan tugas yang mulia ini.

Bagi sektor korporat yang menjalankan apa yang dipanggil "(Corporate) Social Responsibility (CSR)" ini, kerajaan seperti Kementerian Dalam Negeri boleh memberikan konsep penarafan kepada mereka untuk menaikkan imej mereka. Selain itu, restoran makanan segera yang telah lama terlibat dalam CSR ini juga dapat memberikan kerjasama. 

Untuk pelajar IPTA/IPTS, sesetengah dari mereka sudah lama memulakan konsep "Pay It Forward" hasil inisiatif pensyarah-pensyarah dan pengurusan universiti yang juga melibatkan siswa-siswi yang berkemampuan. Konsep "Pay it Forward" juga boleh dilakukan di pasaraya-pasaraya selain menggunakan aplikasi khusus untuk B40 group. (samalah halnya di kantin sekolah-sekolah cuma boleh dipergiatkan lagi)

Sebenarnya peniaga gerai kecil-kecilan jalanan sememangnya dah lama menyediakan menu di bawah RM5.00 contohnya "nasi bajet" (saya ambil sampel Taman Sri Gombak, Prima Sri Gombak dan Pinggiran Batu Caves sebagai contoh) - cuma usaha mereka kadang-kadang terhalang kerana kesukaran prosedur yang ditetapkan oleh Majlis Perbandaran.  Ini perlukan kerjasama ikhlas dari Kementerian Perumahan/Kerajaan Tempatan.

Jika menu ini mahu diketengahkan kepada peniaga gerai, mungkin YB Menteri dan orang ramai boleh membantu mereka dari segi modal dan memastikan mereka mendapat sedikit keuntungan. Ini memerlukan promosi besar-besaran supaya peniaga gerai mendapat pelanggan.

Seperkara lagi, biar ada kategori yang melayakkan golongan sasaran sahaja yang akan dapat menikmati Menu Rahmah ini. Golongan-golongan lain seperti asnaf dan ibnu sabil seperti golongan miskin, anak yatim, ibu tunggal dll mungkin NGO dan mungkin Lembaga Zakat dapat memainkan peranan yang lebih besar termasuk Kementerian yang berkaitan dapat membantu. Sebab nanti jadi kelam kabut sedikit, sasaran asal adalah golongan B40.

Kaedah-kaedah yang saya tuliskan di atas adalah untuk benar-benar berlaku adil kepada golongan yang memerlukan. (saya beri contoh, semasa PKP berjalan, saya tidak membeli beras 1kg yang dijual di 99 Speedmart kerana saya tahu, ada golongan yang lebih memerlukan kerana harganya murah, samalah juga dengan minyak paket)

Saya lihat Eliew Smart (Ebit Liew) telah memulakan usaha yang terpuji iaitu adalah food bank di hadapan setiap mini-market mereka. Jika semua mini-market dapat melakukan sedemikian, rasanya masalah ini akan dapat dikurangkan. Cuma kawalan diperlukan untuk kaedah-kaedah seperti ini kerana telah banyak laporan kecurian makanan di food bank atau membolot kesemua makanan bantuan tanpa menghiraukan orang lain.

RASUAH "CARA BARU" - Oleh Nik Zafri

Rasuah tetap rasuah walau bagaimana pun ianya ditafsir. Terdapat banyak trend baru untuk menutup rasuah. 

Semua organisasi, entiti perniagaan dll adalah tertakluk kepada Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009 (Akta SPRM 2009) dan mereka perlu berhati-hati dalam mewujudkan prosedur yang perlu meliputi apakah beza di antara apa yang ditafsir sebagai "tidak beretika" dan apa yang ditafsir sebagai "bersalahan dari segi undang-undang".

Apatah lagi syarikat-syarikat dan firma-firma yang benar-benar ikhlas untuk menjadikan amalan urustadbir korporat sebagai panduan mereka.

Kita sudah banyak mendengar mengenai Tanggungjawab Sosial Korporat atau CSR di mana sejumlah derma yang besar jumlahnya diberikan kepada persatuan atau pertubuhan bukan kerajaan yang berasaskan kebajikan.

Percaya atau tidak, terdapat ahli pertubuhan/persatuan atau kelab sebegini mempunyai perhubungan secara terus dengan orang-orang berpengaruh dalam sesebuah agensi kerajaan mahupun swasta.

Bukan satu kebetulan, setelah mana-mana entiti atau organisasi menyumbangkan derma yang banyak menerusi NGO berasaskan kebajikan, penderma ini akan mendapat habuan projek dsb. hasil daripada 'bantuan' yang diberikan oleh ahli NGO berkenaan.

Rasa saya, sudah sampai masanya, ROS, SSM, Jabatan Audit Negara, SPRM dll melakukan penyiasatan 'forensik' yang terperinci ke atas NGO-NGO yang begitu banyak di negara ini. Sesetengah yang saya temui, tidak segan-silu menyatakan pada saya bahawa tujuan penubuhan NGO ni adalah untuk mendapatkan wang, habuan malah geran pula.

Penyiasatan patut ditumpukan kepada :

a) Kenali siapakah mereka yang menjadi ahli dalam NGO berkenaan atau melantik ahli keluarga yang berkaitan dengan mereka yang mempunyai jawatan dan pengaruh dalam tender dsb.,

b) Penilaian "due diligence" untuk memastikan adakah NGO yang ingin ditubuhkan benar-benar entiti filantrofik (penilaian ini juga perlu diperluaskan kepada entiti pelaburan atau koperasi atau konsortium atau syarikat "berhad" atau syarikat "perdagangan")

c) Sebarang permohonan derma atau pemberian derma yang terlalu besar jumlahnya serta berkaitan pula dengan tender atau kontrak secara generik perlu disiasat

d) Memastikan bahawa terdapat dasar yang jelas sebagai panduan ke atas CSR atau derma yang bertemakan "kebajikan" bagi memastikan :

i) ianya sampai kepada golongan sasaran atau ahli yang memerlukan,

ii) terdapat ketelusan dalam laporan yang dikemukakan termasuk persetujuan dan disclosure sebelum dan selepas wang derma diterima

Paling penting di sini ialah Pegawai-Pegawai yang dilantik menjaga perbendaharaan dan kewangan perlukan tauliah yang secukupnya. Begitu juga dengan para penilai NGO berkenaan.
