KRISIS AYAM - BILA AKAN BERAKHIR? - Nota Ringkas Nik Zafri


Perintah Kawalan Pergerakan (PKP) secara kesimpulannya adalah untuk kebaikan semua dan telah terbukti keberkesanannya. Namun, PKP juga menjadi penyumbang kepada ekonomi menjadi perlahan di mana kedua-dua permintaan dan pembekalan terhenti. Di mana ini juga telah meninggalkan kesan yang mendalam terhadap sektor makanan.

Ayam dan telur naik harga dan bekalan kurang di pasaran?

Produktiviti
Semasa PKP dilaksanakan, ramai pekerja warga asing yang bekerja dengan penternak ayam tempatan secara sederhana terpaksa dihantar balik ke negara asal antara penyebab kenapa sesetengah ladang ternakan terpaksa mengurangkan operasi ke tahap paling minima antaranya mengurangkan jumlah penternakan ayam, kos operasi, makanan ayam kerana terganggunya bekalan - malah ramai yang terpaksa samada mengurangkan jumlah ladang-ladang ternakan yang mereka - contohnya dari 5 menjadi 3 ladang sahaja

Penyakit

Bagi penternak yang kekurangan pekerja, mereka gagal untuk mengurus dan mengawal ternakan mereka. Perubahan mendadak cuaca juga telah menyebabkan kematian ayam disebabkan sumber air atau makanan yang mungkin tercemar, umpamanya e-coli atau penyakit yang berjangkit dari manusia kepada ayam atau sebaliknya (penyakit zoonotik) seperti microplasma atau yang lebih merbahaya seperti "Newcastle". (Ayam-ayam yang mati biasanya akan diambil oleh Veterinar untuk dikenalpasti penyakit bagi mencari penawar atau dimusnahkan)

Apabila kerajaan membuka kembali negara untuk aktiviti perniagaan, permintaan dan pembekalan telah menjadi tidak menentu. Bekalan ayam juga terganggu mungkin disebabkan Kerajaan menetapkan gaji minima yang juga melibatkan pekerja warga asing. Penternak yang terkesan PKP tidak mampu untuk membayar gaji minima - hanya sekadar menaikkan gaji pekerja yang sedia ada. Ketidakmampuan kesan dari PKP juga melibatkan kekurangan dana untuk memohon dan memproses urusan imigresen.

Makanan ayam (chicken feed) juga meningkat secara mendadak disebabkan kurangnya impot jagung untuk dijadikan dedak sepanjang PKP. Walaupun terdapat penanaman jagung agak besar di Malaysia dan ianya menggunakan teknologi canggih yang terbukti mengurangkan kos pengeluaran, tetapi ianya masih belum mencukupi kerana tidak banyak yang sanggup mengusahakan ladang jagung bagi menampung kekurangan bekalan yang dialami di Malaysia.

Teknologi

Beberapa universiti/IPTA telah memperkenalkan teknologi yang canggih dalam penternakan ayam bagi memastikan suhu, kualiti makanan, meminimakan pencemaran sekaligus mengurangkan penyakit. Tetapi oleh kerana teknologi ini agak mahal dan bukan semua penternak ayam skala sederhana mampu berbelanja tinggi untuk mendapatkan teknologi seperti ini. Dengan sendirinya, hanya pengusaha-pengusaha yang skala besar sahaja mampu menggunakan teknologi canggih yang mengurangkan pekerja.

Kewujudan Kartel/Oligopoli

Walau diakui dalam warga penternakan dan pempropresan bahawa terdapat Kartel atau pihak-pihak yang besar mengamalkan oligopoli dengan menguasai sebilangan besar dari pembekalan dan harga ayam, namun ada pihak yang menyatakan bahawa bekalan ayam telah mencukupi dan hal ini hanyalah satu provokasi kartel atau pihak yang besar untuk menekan Kerajaan menaikkan/mengapungkan harga ayam dan telur dan memberhentikan subsidi.

Ada pihak yang didakwa telah menghentikan bekalan ayam dan telur secara mengejut termasuk kilang/pusat pemprosesan ayam juga diberhentikan operasi.

Selain itu, alternatif seperti daging dan sayur (walau AP telah dimansuhkan) juga tiba-tiba meningkat harga - adakah disebabkan ketakutan terhadap rakyat yang mungkin akan memboikot pembelian ayam dan memilih makanan alternatif seperti daging dan sayur.

(Pada saya, boikot rakyat terhadap ayam dan telur ada kebaikan dan keburukannya yang tersendiri)

Subsidi, Harga Siling dan Memberhentikan Ekspot

Kerajaan mengambil tindakan untuk meletakkan harga siling ayam (dan juga telah mengekalkan subsidi minyak masak) serta memberhentikan ekspot ayam serta-merta bagi mengutamakan kecukupan bekalan domestik.

Namun, pemberhentian ini meninggalkan kesan pula kepada negara jiran pengimpot umpamanya Singapura. Kerajaan juga telah memberikan bantuan kepada pengusaha/penternak ayam skala sederhana bagi mengurangkan kos makanan ayam dan operasi penternakan.

a) Penternakan ayam skala sederhana perlu dibantu oleh pihak kerajaan dari 2 segi :

i) Memastikan kecukupan pekerja asing dan jika menggunakan warga tempatan, gaji yang ditawarkan mestilah gaji minima yang lebih tinggi,

ii) Mencari jalan supaya teknologi canggih dapat dibiayai dan diterapkan dalam operasi penternakan ayam secara berperingkat.

iii) Memastikan ladang-ladang jagung diwujudkan di seluruh Malaysia bagi mengurangkan pergantungan pada impot dan juga mampu mengurangkan kos operasi penternakan secara keseluruhan.

Namun, ada lagi yang kerajaan perlu perhatikan antara lain :

b) Penguatkuasaan - suatu masa dahulu kerajaan berjaya memecahkan rantaian bekalan ikan di laut dengan mengurangkan pihak-pihak ketiga, peraih-peraih dan pihak-pihak yang besar (umpamanya) kartel dari menguasai bekalan ikan yang diangkut naik oleh nelayan. Rasa saya, kerajaan boleh bertindak dengan lebih tegas menerusi penguatkuasaan terhadap siasatan wujudnya pihak-pihak oligopoli mahupun kartel.

Penguatkuasaan juga perlu dijalankan terhadap aktiviti menaikkan harga tidak mengikut kualiti dan harga siling ayam yang ditetapkan, sorokan, sabotaj atau ugutan pihak tertentu terhadap penternak-penternak ayam yang sederhana.

Bilakah bekalan ayam akan pulih kembali? Atau bilakah bekalan ayam dapat diekspot kembali?

Tidak dapat saya menjawab persoalan ini dengan tepat.

Ada yang menyatakan hanya apabila harga telah dapat dikawal contohnya apabila mencapai harga siling tertentu, barulah ekspot dan bekalan akan pulih kembali. Pada saya pendapat ini ada kebaikan dan keburukannya. Ianya menunjukkan kurangnya usaha untuk memerangi kartel atau mereka yang mengamalkan konsep oligopoli dengan mengawal bekalan dan harga ayam.

Yang penting, benarkah bekalan ayam masih mencukupi dan kenaikan harga ayam atau kekurangan bekalan ayam adalah satu muslihat semata-mata?

Kita bimbang akan berleluasa penjualan ayam-ayam yang telah mati (atau disembelih selepas mati) tanpa disedari atau pemprosesan telur ayam palsu yang pernah kecoh di pasaran. Lebih teruk lagi, pernah berlaku kes "memusnahkan" anak-anak ayam atau ayam yang masih hidup dengan kuantiti yang banyak bagi mengimbangi pasaran dengan cara yang jahat.
