A Proposal to License Cat Owners in Malaysia: Balancing Responsibility and Practical Implications


Recently, there has been a proposal in Malaysia to require every individual who owns a cat to obtain a license. At present, there are no clear laws or official regulations governing such a requirement. The proposal is likely driven by several reported cases where owners moved away and abandoned their cats in cages, leaving them to starve or fend for themselves. As of now, in Malaysia, only certain protected species, such as the leopard cat and other wild cat species, require ownership permits.

Note : It has been widely observed that cats born and raised outdoors generally develop strong survival instincts. Both male and female cats are often capable of finding food, avoiding danger, and adapting to their environment with minimal human intervention. Kittens born to feral or community cats also begin learning these survival skills from their mothers at an early age. However, survival rates vary depending on factors such as access to food, disease, traffic, predators, and human activity, and not all outdoor-born kittens survive to adulthood.

So, like many public policy proposals, this initiative to license cat owners has both advantages and disadvantages that deserve careful consideration.

Potential Advantages

a. Better animal welfare

Licensed owners may be required to ensure that their cats receive vaccinations according to an approved schedule, obtain veterinary treatment when necessary, and provide responsible long-term care.

b. Clearer ownership guidelines

The authorities could establish guidelines on the maximum number of cats that may be kept based on property size, hygiene standards, and appropriate methods of keeping cats, whether free-roaming within the owner's premises or in suitable enclosed areas.

c. A formal complaint mechanism

In many Malaysian residential neighbourhoods, if a cat repeatedly causes nuisance such as defecating on a neighbour's property, the affected resident could report the matter to the relevant Local Authority (PBT), allowing disputes to be resolved through an established process.

d. Reducing cases of animal neglect

If supported by effective enforcement, a licensing system could make it easier to identify irresponsible owners and take legal action against those who neglect or abandon their pets.

Potential Disadvantages

a. Many owners are already responsible

Many cat owners in Malaysia care deeply for their pets, even if not every cat is vaccinated according to the recommended schedule. Numerous cats live long, healthy, intelligent, and well-cared-for lives until old age without major health issues.

b. Increased risk of mass abandonment

If licensing becomes costly or overly burdensome (see point (d), there is concern that some owners may choose to abandon their cats instead. Unfortunately, such incidents have occurred before in Malaysia and could become more widespread due to financial constraints or pressure from neighbours.

c. Concerns over widespread neutering

A licensing policy may encourage widespread neutering or spaying as a means of controlling the cat population. While many veterinarians support this practice because it helps reduce the number of stray cats and can improve animal health in many cases, it also raises ethical and religious discussions within Malaysian society. Any such policy should therefore be implemented carefully and should not be unnecessarily coercive.

d. Financial burden on low-income owners

The costs associated with licensing, vaccinations, health checks, leaving in a pet hotel during holidays and regulatory compliance may place a significant burden on lower-income households that already provide good care for their pets.

e. Enforcement challenges for the government

Implementing a nationwide licensing system in Malaysia would require a comprehensive database, inspections, trained enforcement officers, and an effective monitoring framework. Without sufficient resources, the policy could prove difficult to enforce fairly and consistently.

Conclusion

The objective of improving animal welfare is certainly commendable. However, if Malaysia introduces a licensing system for cat owners, policymakers should carefully consider social realities, owners' financial capabilities, and the potential unintended consequences. 

An overly restrictive policy introduced without adequate public education, awareness campaigns, and support for responsible pet owners may ultimately result in more abandoned cats rather than solving the underlying problem. A balanced approach that combines education, responsible ownership, practical enforcement, and animal welfare is likely to be more effective than licensing alone.

Cadangan Melesenkan Pemilik Kucing di Malaysia: Mengimbangi Tanggungjawab dan Implikasi Praktikal
Baru-baru ini, timbul cadangan di Malaysia supaya setiap individu yang memelihara kucing diwajibkan memiliki lesen. Pada masa ini, belum ada undang-undang atau peraturan rasmi yang jelas mengenai keperluan tersebut. Cadangan ini berkemungkinan timbul susulan beberapa kes yang dilaporkan di mana pemilik berpindah rumah dan meninggalkan kucing mereka di dalam sangkar sehingga kebuluran atau terpaksa hidup sendiri. Setakat ini, di Malaysia, hanya spesies yang dilindungi seperti kucing hutan dan beberapa spesies kucing liar lain memerlukan permit pemilikan.
Nota: Pemerhatian secara meluas menunjukkan bahawa kucing yang lahir dan membesar di luar rumah lazimnya mempunyai naluri kelangsungan hidup yang sangat kuat. Kucing jantan dan betina biasanya mampu mencari makanan, mengelakkan bahaya serta menyesuaikan diri dengan persekitaran dengan campur tangan manusia yang minimum. Anak-anak kucing yang lahir daripada kucing liar atau kucing komuniti juga mula mempelajari kemahiran hidup ini daripada ibu mereka sejak usia yang muda. Walau bagaimanapun, kadar kelangsungan hidup mereka bergantung kepada pelbagai faktor seperti akses kepada makanan, penyakit, lalu lintas, pemangsa dan aktiviti manusia. Oleh itu, tidak semua anak kucing yang lahir di luar rumah berjaya hidup sehingga dewasa.
Seperti kebanyakan cadangan dasar awam, inisiatif untuk melesenkan pemilik kucing ini mempunyai kelebihan dan kelemahan yang wajar dipertimbangkan dengan teliti.
Potensi Kelebihan
a. Kebajikan haiwan yang lebih terjamin
Pemilik yang berlesen mungkin diwajibkan memastikan kucing mereka menerima vaksin mengikut jadual yang ditetapkan, mendapatkan rawatan veterinar apabila diperlukan serta memberikan penjagaan yang bertanggungjawab untuk jangka panjang.
b. Garis panduan pemilikan yang lebih jelas
Pihak berkuasa boleh menetapkan garis panduan mengenai bilangan maksimum kucing yang boleh dipelihara berdasarkan keluasan kediaman, tahap kebersihan serta kaedah pemeliharaan yang sesuai, sama ada dilepaskan dalam kawasan rumah pemilik atau ditempatkan di kawasan berpagar yang bersesuaian.
c. Mekanisme aduan yang lebih tersusun
Di kebanyakan kawasan perumahan di Malaysia, sekiranya seekor kucing berulang kali menyebabkan gangguan seperti membuang najis di kawasan rumah jiran, penduduk yang terjejas boleh membuat aduan kepada Pihak Berkuasa Tempatan (PBT) supaya pertikaian dapat diselesaikan melalui saluran yang sewajarnya.
d. Mengurangkan kes pengabaian haiwan
Sekiranya disokong oleh penguatkuasaan yang berkesan, sistem pelesenan boleh memudahkan pihak berkuasa mengenal pasti pemilik yang tidak bertanggungjawab dan mengambil tindakan undang-undang terhadap mereka yang mengabaikan atau membuang haiwan peliharaan.
Potensi Kelemahan
a. Ramai pemilik sebenarnya sudah bertanggungjawab
Ramai pemilik kucing di Malaysia menjaga haiwan peliharaan mereka dengan penuh kasih sayang walaupun tidak semua kucing menerima vaksin mengikut jadual yang disyorkan. Banyak kucing hidup sihat, cerdas dan dipelihara dengan baik sehingga usia tua tanpa menghadapi masalah kesihatan yang serius.
b. Risiko peningkatan kes pembuangan kucing secara besar-besaran
Sekiranya pelesenan menjadi mahal atau terlalu membebankan (rujuk perkara (d)), terdapat kebimbangan bahawa sesetengah pemilik akan memilih untuk membuang kucing mereka. Malangnya, kejadian seperti ini pernah berlaku di Malaysia dan berpotensi menjadi lebih meluas akibat kekangan kewangan atau tekanan daripada jiran.
c. Kebimbangan terhadap pengasian secara meluas
Dasar pelesenan mungkin menggalakkan pengasian (neuter/spay) secara besar-besaran sebagai kaedah mengawal populasi kucing. Walaupun ramai doktor veterinar menyokong amalan ini kerana ia membantu mengurangkan populasi kucing terbiar dan boleh meningkatkan kesihatan haiwan dalam banyak keadaan, ia juga menimbulkan perbahasan dari sudut etika dan agama dalam masyarakat Malaysia. Oleh itu, sebarang dasar berkaitan perkara ini hendaklah dilaksanakan secara berhati-hati dan tidak bersifat memaksa secara berlebihan.
d. Beban kewangan kepada pemilik berpendapatan rendah
Kos yang berkaitan dengan lesen, vaksinasi, pemeriksaan kesihatan, bayaran hotel haiwan peliharaan ketika musim cuti serta pematuhan kepada pelbagai keperluan peraturan boleh menjadi beban yang besar kepada golongan berpendapatan rendah yang sebenarnya telah menjaga haiwan peliharaan mereka dengan baik.
e. Cabaran penguatkuasaan kepada kerajaan
Pelaksanaan sistem pelesenan di seluruh Malaysia memerlukan pangkalan data yang menyeluruh, pemeriksaan berkala, pegawai penguat kuasa yang terlatih serta sistem pemantauan yang berkesan. Tanpa sumber yang mencukupi, dasar ini mungkin sukar dilaksanakan secara adil dan konsisten.
Kesimpulan
Matlamat untuk meningkatkan kebajikan haiwan sememangnya sesuatu yang wajar dipuji. Namun, sekiranya Malaysia memperkenalkan sistem pelesenan bagi pemilik kucing, pembuat dasar perlu mempertimbangkan realiti sosial, kemampuan kewangan pemilik serta kemungkinan kesan sampingan yang tidak diingini.
Dasar yang terlalu ketat tanpa kesedaran awam yang mencukupi, kempen kesedaran serta sokongan kepada pemilik haiwan yang bertanggungjawab mungkin akhirnya menyebabkan lebih banyak kes pembuangan kucing berbanding menyelesaikan masalah sebenar. Pendekatan yang seimbang yang menggabungkan pendidikan, pemilikan yang bertanggungjawab, penguatkuasaan yang praktikal serta kebajikan haiwan berkemungkinan lebih berkesan berbanding pelesenan semata-mata.

STEALING FROM ANOTHER MAN'S BLOOD, SWEAT AND TEARS

I've experienced this far too many times. Today, another one.

Some "prospective clients" request a comprehensive proposal and quotation, only to reject them in the end. Later, I discover that my proposal format, quotation structure, and even my professional biodata have been copied and repurposed by another company without my knowledge or consent. (It's equivalent to "stealing" from another man's blood, sweat and tears)

The intention is obvious - leverage my work, experience, and professional credentials to secure a project, while the revenue goes entirely to someone else.

Fortunately, the construction industry is a relatively small community. Many clients know me personally and have contacted me to alert me when they noticed my proposal format and biodata being used elsewhere. In several instances, when clients questioned those parties about the origin of the documents and my involvement, they simply disappeared without a trace.

Preparing a professional proposal takes years of experience, technical knowledge, and significant effort. Misrepresenting someone else's work or credentials is not only unethical but also damages trust within the industry.

Healthy competition is always welcome. Copying another professional's work and identity to win projects is not.

Respect for intellectual property and professional integrity is not merely good practice, it is fundamental to maintaining trust within our industry.

Sometimes, I purposely share some of my proposal formats/contents publicly as part of my strategy to protect my work as these people have no respect for copyrights, patents and intellectual properly.

By making them visible, clients and industry peers can easily recognise the style and structure. If they encounter the same format in another company's proposal, they will know where it originally came from and can ask the right questions.

One day, you'll be caught not because of the documents you've copied, but because you won't be able to answer the simplest questions about them.

A proposal can be copied. Experience cannot.

Credentials can be reproduced on paper. Expertise cannot.

Eventually, every client asks questions that reveal who truly understands the work and who merely copied someone else's efforts. When that moment comes, no amount of copied material will save you.

Authenticity, competence, and integrity will always speak for themselves.

STOP TAKING FAKE QUALIFICATIONS

READ THIS ARTICLE There is an individual who is fairly well known though not a celebrity who appears to have subscribed to this type of "qualification". From what I understand, it likely stems from an advertisement promoting a credential that involves paying a fee and travelling to the UK and sometimes to another country to receive it during a relatively straightforward graduation ceremony.

When I watched a video of him expressing how proud he was, saying that this time he had finally "got it right," I immediately recognized the organization involved. I have to admit that I was extremely disappointed.

This is someone who has long claimed to hold multiple PhDs, some of which have reportedly been categorically denied by the institutions concerned. That makes such claims even more troubling.

If your genuine aspiration is to become a "Doctor", then pursue it the same way everyone else does through legitimate study, research, and the academic process. There is nothing wrong with wanting to be recognized or respected, but credibility cannot be bought or manufactured. It has to be earned. Seeking status through questionable credentials may create the appearance of achievement, but it ultimately undermines both personal integrity and the value of genuine academic accomplishment.

Terdapat seorang individu yang agak dikenali ramai, walaupun bukan seorang selebriti, yang dilihat telah memperoleh kelayakan dari program seperti ini. Berdasarkan apa yang saya faham, ia berkemungkinan berpunca daripada satu bentuk promosi iklan yang menawarkan penganugerahan kelayakan akademik dengan bayaran tertentu, disertai perjalanan ke UK dan kadangkala negara lain untuk menghadiri satu majlis graduasi yang agak ringkas.

Apabila saya menonton video tersebut di mana beliau meluahkan rasa bangga sambil mengatakan bahawa kali ini beliau akhirnya "berjaya melakukannya dengan betul", saya terus mengenali organisasi yang terlibat. Terus terang, saya berasa amat kecewa.

Ini ialah individu yang sejak sekian lama mendakwa memiliki beberapa ijazah PhD, sedangkan sebahagian daripada dakwaan tersebut dilaporkan telah dinafikan secara jelas oleh institusi yang berkenaan. Perkara itu menjadikan dakwaan tersebut lebih membimbangkan.

Sekiranya hasrat anda benar-benar untuk menjadi seorang "Doktor", maka tempuhilah jalan yang sama seperti orang lain melalui pengajian yang sah, penyelidikan yang berwibawa, dan proses akademik yang sebenar. Tidak ada salahnya ingin dikenali atau dihormati, tetapi kredibiliti tidak boleh dibeli atau direka. Ia mesti diperoleh melalui usaha dan pencapaian yang tulen. Mencari pengiktirafan melalui kelayakan yang diragui mungkin mampu mewujudkan persepsi kejayaan, namun akhirnya ia hanya akan menjejaskan integriti diri sendiri serta mencemarkan nilai sebenar pencapaian akademik

Based on (1) the official preliminary statement that the cantilever bracket failed during deck slab concreting, and (2) the visible evidence in the photograph, any conclusions at this stage can only be considered engineering hypotheses, not confirmed findings. A formal root cause can only be established through a detailed forensic engineering investigation.

1.0 Preliminary Theory of Root Cause (Hypothesis)

From the photograph, the deck slab edge has collapsed over a significant length while the main steel girders appear to remain intact. This suggests the primary bridge structure did not fail. Instead, the failure appears to be associated with the temporary works (formwork/support system) used during deck slab concreting.

Possible contributing factors include:

  • Cantilever Bracket Failure (Most Likely) Failure of one or more cantilever brackets due to: inadequate load capacity, defective fabrication, improper installation, insufficient anchorage to the girders.

  • Underestimation of Construction Loads Temporary works designed only for dead load without considering: wet concrete pressure, reinforcement weight, workers, equipment, dynamic effects from concrete pumping.

  • Progressive Collapse Failure of one bracket may have transferred excessive load to adjacent brackets, resulting in a domino-type failure.

  • Temporary Works Design or Review Deficiency Temporary works calculations may not have been independently checked. Shop drawings may not have reflected actual site conditions.

  • Construction Method Issues Concrete placement sequence may have concentrated excessive load in one area. Uneven concrete placement causing eccentric loading.

  • Inspection / Supervision Deficiency Loose bolts, inadequate welds, missing braces or deformed members may not have been detected before concreting.

2.0 Immediate Corrective Actions

Following such an incident, the immediate actions should include:

  • Suspend all concreting activities.

  • Close the railway line until declared safe.

  • Stabilize the remaining temporary works.

  • Conduct structural assessment of: bridge girders, bearings, piers, permanent structure.

  • Remove unstable formwork safely.

  • Preserve failed components for forensic investigation.

  • Collect: concrete pour records, inspection reports, Temporary Works Design calculations, Method Statements, lifting plans, inspection checklists.

3.0 Preventive Measures

3.1 Engineering

  • Independent design verification of temporary works.

  • Third-party checking of cantilever bracket calculations.

  • Increase factor of safety where appropriate.

  • Load testing of representative temporary works where feasible.

3.2 Construction

  • Strict compliance with approved concrete pouring sequence.

  • Limit concrete pour rate.

  • Install temporary monitoring during pouring.

  • Stop work immediately if excessive deflection is observed.

3.3 QA/QC

  • Mandatory Temporary Works Inspection before each concrete pour.

  • Pre-pour sign-off by: Resident Engineer Temporary Works Coordinator Contractor's Professional Engineer

  • Daily inspection records.

3.4 Competency

  • Competent Temporary Works Supervisor.

  • Toolbox briefing before every concrete pour.

  • Clear responsibilities between contractor, consultant and supervising engineer.

5.0 Suggestions : Areas That Investigators Should Examine

  1. Temporary Works Design calculations.

  2. Cantilever bracket design capacity.

  3. Installation records.

  4. Material certificates.

  5. Welding inspection reports.

  6. Bolt torque records.

  7. Professional Engineer approvals.

  8. Construction sequence.

  9. Concrete pour records.

  10. Actual concrete volume at the time of failure.

  11. CCTV footage.

  12. Site diary.

  13. Survey records (deflection monitoring).

  14. Weather conditions.

  15. Inspection reports immediately before the pour.

6.0 Observation

From the image, the steel girders appear to remain largely intact while the deck edge and supporting temporary works have collapsed, which is consistent with a failure of the temporary works system rather than the permanent bridge structure. This aligns with JKR's preliminary statement that the cantilever bracket failed during deck slab concreting.

However, it would be premature for us to attribute the failure solely to the bracket itself. Engineering investigations should determine why the bracket failed, which may involve one or more underlying causes such as design deficiencies, installation errors, overloading, inadequate supervision, poor construction sequencing, or material defects. In major construction failures, the root cause is often a combination of technical and management failures rather than a single component malfunction.

PLEASE DON'T CONCOCT YOUR OWN THEORIES IN THE CONSTRUCTION INDUSTRY. IT CAN BE FATAL


Construction is not an industry where assumptions, personal opinions, or "I think this should work" are acceptable substitutes for engineering principles, established standards, and proven methods.

Every specification, method statement, inspection, calculation, and safety procedure exists because someone, somewhere, learned a lesson often through failure, injury, or loss of life.

A few examples (actually real ones):

- A supervisor decides that temporary bracing is "strong enough" without following the engineer's design. The structure collapses during installation.
- A worker skips soil testing because the ground "looks solid." Unexpected settlement causes a retaining wall to fail.
- A contractor reduces reinforcement because "it has always worked this way."

Years later, cracks develop and the structure's integrity is compromised.

A site team ignores the specified concrete curing period to save time. The concrete fails to achieve its intended strength, increasing long-term structural risks.

I've also come across explanations that were clearly 100% AI-generated. While AI is an excellent assistant, it should never replace engineering judgement or site verification. In one instance, the explanation contained numerous technical inaccuracies because it relied entirely on AI-generated content without validation.

The person responsible should have visited the site, verified the actual conditions, identified the correct gridlines from the approved construction drawings, and confirmed the physical dimensions before providing any technical explanation. None of this was done.

That is not only poor engineering practice, it is EMBARASSING (to say the least) for the profession. AI can draft documents and organise information, but AI CANNOT inspect a site, verify dimensions, interpret site conditions, or exercise professional accountability. Those remain the responsibility of competent personnel.

These are not simply technical mistakes, they can result in injuries, fatalities, project delays, litigation, financial losses, and lasting reputational damage.

Not to mention, deviating from contractual requirements, approved drawings, specifications, or method statements may constitute a breach of contract. Such deviations can lead to:

- LAD arising from delays.
- Rejection of the works and costly rework.
- Non-Conformance Reports (NCRs) and withheld payments.
- Professional negligence claims.
- Investigations or enforcement actions by authorities such as DOSH, local authorities, or other regulators, depending on the nature of the non-compliance.

Innovation is always welcome in construction, but genuine innovation is supported by engineering calculations, risk assessments, testing, validation, and compliance with applicable codes, standards, and contractual obligations. It is never based solely on personal belief, anecdotal experience, or an unverified AI response.

AI SHOULD INSPIRE LEARNING, NOT FEAR


I've written this before, and I am going to say it again.

Technology evolves, and so should we. Learning AI is valuable, but I have concerns about advertisements and campaigns that rely on fear, anxiety, or ridicule to promote adoption.

Some messages imply that unless you learn AI immediately, your decades of knowledge and experience will become irrelevant. Others even make fun of people who are still learning or using fundamental workplace tools such as Microsoft Office.

I respectfully disagree with that narrative.

Experience is not made obsolete simply because a new technology emerges. AI is a tool not a replacement for professional judgment, ethics, critical thinking, leadership, and years of accumulated expertise. In fact, AI often delivers its best results when guided by people who already possess strong domain knowledge.

I have personally witnessed this throughout my career. When I was in my 30s, and even into my early 40s, I discreetly helped many leaders understand computers, software applications, and the Internet. Many of them were highly experienced professionals who simply wanted to adapt, remain relevant, and avoid being left behind or ridiculed by younger colleagues.

I never approached them by dismissing their experience. Instead, I respected their existing knowledge, leadership abilities, and professional achievements.

What I found was that most of these learning sessions became a mutual exchange of knowledge. I shared my technical understanding, while they shared decades of wisdom, decision-making experience, and practical insights. Everyone benefited.

Talk to experienced CEOs and members of Boards of Directors. Many will tell you that technology is important, but so are leadership, governance, strategic thinking, sound judgment, ethics, and experience. These qualities cannot simply be replaced by AI or reduced to how well someone writes a prompt.

There is a significant difference between encouraging lifelong learning and using fear as a marketing strategy. Suggesting that experienced professionals are "out of the game" unless they immediately embrace AI risks creating a culture that undervalues experience and, in some cases, carries undertones of AGEISM.

I've worked through several waves of technological change from manual processes to personal computers, from the Internet to cloud computing, and now AI. Each innovation has transformed the way we work, but none has erased the value of experience. Instead, experience has helped people adapt, question, govern, and apply new technologies responsibly.

The better message is simple: embrace AI, but never underestimate the value of knowledge, wisdom, and experience.

Technology should empower people, not belittle them. AI should complement human capability not diminish the contributions of those who helped build the foundations upon which today's technology stands.
